overgrown grass along the road in front of the wingate. also trash in the overgrown grass

This property is a corner lot. In front of the address on the Sterling Rd side the car is stopped up with dirt and grass and cannot float water properly when it rains heavy the water goes across the road and floods out the properties across the street. The water cannot run down not run into the sewer because of the curb so stopped up.

Home has been condemned months ago. I was under the impression that a property that has been condemned by the city has ninety days to either start repairs or demolish a structure or it would be be put out for bid to demo at the owners expense. Can someone please explain what is going on.
